CONSTITUTION OF THE MANITOBA TEAM HANDBALL FEDERATION Inc 

Adopted Nov 28th 2024 and amendments on March 26 2025.

I. NAME

 

The name of this organization shall be the Manitoba Team Handball Federation Inc (MTHF). 

 

 

OBJECTIVES 

 

It is the goal of the Manitoba Team Handball Federation to: 

 

  1. Promote and assist the growth and development of Team Handball at all levels throughout Manitoba;

 

  1. Make and adopt all such rules and regulations for the governing of the game in all phases as may be deemed necessary; and,

 

  1. Promote all such acts as may be considered essential to the management and general welfare of the association and its members.

 

  1. Become member of the Manitoba High Schools Athletic Association

 

II. DEFINITIONS

 

MTHF – Will refer to the Board and all individuals who are defined as members in accordance to annexe 1 in this constitution.  

 

Zone(s) – We have participation in :

. Zone 1 – Winnipeg school division s.d.,

. Zone 2 – Louis Riel s.d., Leo-Remillard, Louis Riel, Pierre Elliot Trudeau

. Zone 3 – Pembina Trails s.d., St-james-Assiniboia s.d.

. Zone 14- Seven Oaks s.d.

  • Zone 7: Ecole La Source
  • Zone 10 : Ecole St. Lazare
  • Zone 12: Metro Winnipeg independent schools

- Zone 13: École Gabrielle-Roy, Réal Bérard, Pointe Des Chênes
- Zone 15: Brandon School Division.

 

Club(s) – Will refer to the individual clubs within the Zones (with exceptions until new zone is created).

III GOVERNANCE

 

The governing body of the Manitoba Team Handball Federation shall be referred to as the Board of Directors, which consists of: 

 

  • President
  • Past-president
  • Treasurer
  • Registrar
  • Vice-President of coaching and officiating academy
  • Directors at Large (Appointed annually by the Board – No voting rights)

 

 

IV GOVERNMENT

 

  1. Should a Board member vacate their office, the Board shall appoint a suitable replacement to complete the duration of the term vacated.

 

  1. The Board shall, subject to the directives given by the majority vote, at any meeting properly called and constituted, have full control over the management of the business and affairs of the MTHF.

 

  1. Use of the MTHF seal as well as custody of such shall be restricted to the MTHF President.

 

 

  1. The MTHF will adhere to the rules as amended by the Canadian Team Handball Federation.

 

  1. The MTHF shall not be liable for any injuries sustained during any game played within the jurisdiction of the MTHF.

 

  1. The Bylaws of the MTHF may be rescinded, altered or added to by an “Extraordinary Resolution” passed by a majority of the not less than twothirds (2/3) of such members entitled to vote and as present in person at the meeting.

 

V   MEETINGS

 

Annual General Meetings  

 

  1. An Annual General Meeting (AGM) shall be held for the election of new Board of Directors and for consideration of other necessary business of the MTHF.

 

  1. At least fourteen (14) days written notice of the AGM shall be given to all Board members and affiliated clubs.

 

  1. Only two (2) delegates from each member club shall be empowered to vote for the election of the Board of Directors this includes the President of the Club.

 

  1. Each member of the Board shall be elected for a two-year term with election held annually for those members whose term comes due each year. The President shall be elected on odd numbered years and the Treasurer, vice-president of coaching and officiating academy shall be elected on even number years. President of Clubs are elected among the members of the Club.

 

  1. The Quorum at the AGM shall consist of two-thirds (2/3) of the total possible voting delegates.

 

  1. MOTIONS FROM THE FLOOR: In order for a motion to be accepted from the floor 75% of all those who are eligible to vote, must vote for consideration of the motion.

 

  1. The President shall, when present, chair all general meetings of the MTHF. In their absence, the past-president shall chair any such meetings.

 

Board Meetings  

 

  8. The President shall, when present, chair all Board meetings of the MTHF. In their absence, the past-president shall chair any such meetings.

  9. Meetings of the Board shall be held as often as may be required however a minimum of 10 meetings must be held annually and shall be called by the President.

 

 10. Meetings of the Board shall be called by written notice or by telephone or email seven (7) days in advance.

 

 11. A Quorum of the Board shall consist of a simple majority of the total number of members of the Board.

 

 12. Each member of the Board shall have one (1) vote with the exception of the President, who votes only in the case of a tie.

 

    Special Meetings  

 

     13. A special meeting may be called on the instructions of two (2) Board members provided they request the President in writing to call such a meeting and state the business to be brought before the Board.

      

     14. A Special General Meeting of the MTHF may be called by the Board whenever deemed necessary provided at least seven (7) days notice of such a meeting has been given to all affiliated clubs. The Board and two

    (2) delegates from each member club shall be empowered to vote at such a  meeting. The Quorum at such a Special General Meeting of the MTHF shall consist of a simple majority of the total possible voting delegates. 

     

     VI  FINANCES

     

    1. A complete financial report, signed by two members of the Board shall be submitted for approval of the delegates at the AGM.

     

    1. Each cheque will require two (2) signatures one of which must be that of the Treasurer.

     

    1. Capital spending over $10,000 needs to be put to a vote to the members

     

     

     

     

     VII  MEMBERSHIP

     

    1. Any club willing to comply with and abide by the rules of the MTHF shall be eligible for membership upon filling out an application and submitting to the MTHF.

     

    1. Applications must be presented on an MTHF registration form and accompanied by the membership fee as approved by the Board annually. Registration includes players, managers, and coaches. Fees are applicable to any person that is a member of an affiliated club and participates as a player regardless if they are a coach or manager.

     

    1. Fees are to be submitted by the 1st of October each calendar year and cover the period of October 1 to September 31 of the following year.

     

     

    1. Any individuals on the Board, coaches and referees that are not members of an affiliated club will automatically be granted a membership of the MTHF.

     

     

     IX  AMENDMENTS

     

    1. All amendments or alterations to the Constitution shall be made at the AGM and shall be considered passed if accepted by two-thirds (2/3) majority vote of the Board of Directors and the registered clubs.

     

     

    1. Four (4) weeks prior to the AGM the Board shall ask the voting delegates for any recommendations or suggestions with regard to alterations and amendments so as to compile these prior to the meeting date.

     

    1. A compilation of such suggestions or recommendations and written notice of the date of the meeting shall be distributed to voting delegates three (3) weeks prior to the meeting.
